Noise levels will now be restricted

MANCHESTER — New regulations on noise levels will restrict the use of ATVs, gas-powered scooters and other recreational vehicles within the township.
Members of the township council passed a new ordinance Monday night that seeks to ensure residents can live in an environment free of excessive and offensive sounds.
"It takes care of any offensive noises," said attorney Steven Secare, who drafted the document.
In addition to the recreational vehicles, the ordinance lists radios, televisions, computers, and even phonographs as potential violators. The regulation applies to any device creating "loud and offensive noise, which may jeopardize the health and welfare or safety" of citizens.
Anyone violating the parameters of the new code would be subject to a fine of up to $1,000 and up to 30 days in jail. Enforcement will fall under the auspices of township inspectors and police officers.
Officials were prompted to enact the restrictions after a complaint voiced at a recent meeting by a resident in the Roosevelt City section of Whiting who had become fed up with the noise pollution caused by ATV traffic near her property, said township Administrator Connie Lauffer.
"She made a very impassioned plea and we told her right there at the meeting that we would find something to protect against that," Lauffer said.
Under the new ordinance, recreational gas or diesel powered vehicles must not be heard while in operation at a distance of 50 feet.
