Jetting requirements do deffinately change with temp etc, but I would think that since it was running b4 that shouldnt be the reason its not running, and most times when jetting is off like you would see from spring to summer etc it will only run poorly but still run.
Then I am assumeing that you didnt purchase a non running atv.
Start with the basics and check that its getting fuel, spark and enough air thru the filter etc. Then look into the more diff stuff like a dirty carb, timing, bad compression, mechanical damage etc.
But always keep your eye open for somthing simple cause most times it is.
