Lots of gas.
Lots of spark.
That means 2 things.
No air going in and no air coming out.
Either the air cleaner is blocked or the exhaust is blocked .
Check the air filter and check the silencer packing.

They were good for frying pistons. Are you sure the compression is good?? There might be gas in the carb, but is it getting in the cylinder? Try holding the throttle wide open and cranking it. It's probably loaded up. When it fires, leave it wide open until it smooths out.
That was the way I had to start my son's KTM (same engine) when it got flooded or laid down. How hot is the spark? You can have spark, but not good spark. Try a new plug anyway. They're cheap enough, and if that isn't the trick, then you can still use the old one as a spare.

One more thing to think about is the amount of time on the machine.
The reason i ask this question is if it does have more than a couple of hours on it the exhaust may be partly if not completly cloged.
Alot of the smaller atv's come with a restricter in the pipe that can clog very quickly. So try to feel the end of the muffler for air blowing out.
