I would take the carb off. Take the bowl off and check that the floats have no gas INSIDE of them (like there is a pinhole in the float) and check the float needle and seat for damage or for anything that would restrict the point of the needle from laying and sealing against its seat. Be careful when taking the bowl off that you do not damage the floats. They bent very easy. The float and and needle are usually held in by the pin that the float pivots on. Look at the float to float pin connection carefully before removing the float assembly and look which side of the float faces up this will be very helpful during reassembly. The float pin should slide right out but you may have to move the floats up or down to clear the pin. You can use a toothpick or something small to push the pin out if needed. If you don't see anything you my want to put a new needle and seat in it any way just incase. and should check the float height if you did replace either part.

Some times the floats can get temporarily stuck on different carburetors. I've remedied the problem on a number of occasions by whacking the carb bowl with the handle-end of a screw driver.

Sometimes a piece of dirt can get lodged under the float needle.
Turn the gas off on the petcock, start the quad with the fuel off and run it until it runs out of gas. Turn the petcock on to see if you have the same problem.
