use a washer small enough to hold the bolt without covering the countersink.

The bolt broke thru the countersink and made a large hole in your skidplate? Simple to solve really. Take a bolt long enough, with a LARGE washer, to secure the skidplate to the mount........
This bolt will probably be metric so you may have to shop around to get the right threads. Suggest you pull one of the other skidplate mounting bolts and take it along with you to your hardware store to be sure to get the right threads.
Your skidplate will not be as smooth, as the bolt head will be sticking down maybe 1/8" but the skidplate will be secure.
