I have a 1997 Polaris Sportsman 500. Even with a new, fully charged battery, the starter cannot turn the motor over. If I take out the sparkplug, both the starter motor and the pull start can turn the engine over.

I have a service manual and followed the directions for checking the compression release valve. I'm having trouble locating the accuator ball that makes the compression release lever work. With the camshaft installed in the engine, I am supposed to be able to draw the actuator ball outward with a small magnet. I don't understand how to do this. Can anyone help?
