If I were in your situation I would keep spraying that bolt with WD-40.
I would also go to Sears to get a set of Easy-outs. First you drill a hole then insert the easy-out and when you turn it counter clockwise it removes the bolt or stud.
If that doesn't work you keep drilling bigger to fit the next size easy-out. If they don't work you keep drilling bigger until you are able to use a needle nose pliers to fold the rest of the stud out of the way. Then you run a tap into the hole and see if the threads are worth anything. If they are not you are going to have to drill larger and tap and install a helicoil that might be available at Napa.
You can do this. I've broken off exhaust studs on trucks, cars and cycles many times before.

Dummer that bolt will also come out, but the nut on what is left of it if you can and tighten down than loosen, if you cant get a nut on it, get a drill bit that will drill it out but not one that will hit the sides
